Two Types of Permits

Oklahoma City issues building permits for structural work and separate trade permits for plumbing, electrical, HVAC, and roofing. Most remodels need both kinds. See the full breakdown of which projects need a permit and which are exempt.

Oklahoma City prices most house work at flat or near-flat rates. A reroof over 500 square feet is $90.00, $94.50 with the state and collection fees, at any contract price. Alterations are $6.00 per $1,000 with a $75.00 minimum, so a $7,100 deck comes to $79.50. A gas water heater replacement is $54.50 and a 200-amp panel $104.50. Siding and same-opening window replacement are not exempt, since the City's 2024 amendments change the exempt list only for sheds and retaining walls, so each takes an alteration permit at $79.50.

Oklahoma City Permit Fees Explained

Chapter 60 of the Municipal Code sets the fees. Where a line prints two columns, the "Fee effective July 1, 2026 and thereafter" column applies. Alterations are $6.00 per $1,000 of value with a $75.00 minimum (Sec. 60-12-7). A roof replacement or repair over 500 square feet is a flat $90.00 (Sec. 60-12-51). A fence permit is $25.00 (Sec. 60-19-6).
Every building and trade permit adds a $0.50 administrative collection fee and the $4.00 Oklahoma Uniform Building Code Commission fee. A 2.7% service fee applies when you pay by card; it is not part of the permit fee and the figures here leave it out.
Chuck's Take
"A flat roofing permit is the easiest money in the city. If your roofer tells you he doesn't need one on a full tear-off, he's wrong. Over 500 square feet, pull it."
Leonard "Chuck" Thompson, LC Thompson Construction Co.

Trade Permits in Oklahoma City

Electrical work that does not change the service, and a service up to 200 amps, is $100.00, $104.50 with the add-ons; that covers a panel replacement and an EV charger circuit. Replacing a vented gas water heater is $50.00 under the gasfitting schedule, $54.50 in total.
A central AC replacement with a new disconnect takes a mechanical permit ($31.00 for the condenser and $31.00 for the air handler) and an electrical permit ($100.00). The two come to $171.00 with fees. Rooftop solar takes a $96.00 building permit and a $120.00 electrical permit, $225.00 in total.

Kitchen and Bath Remodels in Oklahoma City

A remodel is an alteration permit on value plus plumbing ($84.00 plus $7.00 per fixture connected to water and sewer) and electrical ($100.00). A bathroom with a new tub, toilet and lavatory and a new circuit is $308.50 at $15,000 and $368.50 at $25,000. A kitchen that replaces the sink, dishwasher and disposer and adds a lighting circuit is $361.50 at $25,000 and $511.50 at $50,000.

What Needs a Permit in Oklahoma City?

Roofing permits are required for removing or replacing roofing on more than 500 square feet; repairs of 500 square feet or less need none (Sec. 12-362, 12-363). Every fence needs a $25.00 permit under Chapter 19. Decks, remodels, water heaters, panels and new circuits need permits.
The City adopts the 2018 IRC as amended by a Council resolution of February 27, 2024 that is not published online. That resolution changes the exempt list only for sheds and retaining walls, so siding and same-opening window replacement still take an alteration permit: $79.50, the $75 minimum plus the administrative fee. Interior strip-outs are pending the City's confirmation of whether they are an alteration ($75.00 minimum) or a demolition ($78.00 first story).

Who Should Pull the Permit in Oklahoma City?

Your contractor should pull it. That keeps the contractor responsible for code compliance and for the inspections. If a contractor asks you to pull the permit yourself, ask why before you sign anything.
Development Services is at 420 W. Main St.: (405) 297-2525 for building permits, (405) 297-2948 for trade permits.
Chuck's Take
"Never let the homeowner pull the permit if I'm doing the work. My license is on the line. A contractor who wants you to pull it is telling you something about his license or his insurance. Find someone else."
Leonard "Chuck" Thompson, LC Thompson Construction Co.
