Two Types of Permits

Tulsa issues building permits for structural work and separate trade permits for plumbing, electrical, HVAC, and roofing. Most remodels need both kinds. See the full breakdown of which projects need a permit and which are exempt.

Tulsa prices a house permit in steps, not by the dollar: Title 49 Section 302 charges $219.00 for any job from $5,000.01 to $40,000. Every building permit also needs a Zoning Clearance Permit, and each permit carries city and state fees on top. A reroof, deck, siding job or window replacement in that range comes to $348.42. A 50-gallon water heater swap is $101.40 and a 200-amp panel replacement $140.28. Central AC is pending the City's confirmation of which line applies; rooftop solar takes one electrical permit, $102.48.

Tulsa Permit Fees Explained

The building permit (Title 49 Sec. 302) is $137.00 up to $5,000 of value and $219.00 from $5,000.01 to $40,000. Above that it rises $6.18 per $1,000 to $150,000, then $3.09 per $1,000. The application fee paid at submittal is credited against the permit.
Each building permit needs a Zoning Clearance Permit (Title 51 R105.1.2), $75.50 under Sec. 303 G and raised to the $80.00 permit minimum. Every permit, building or trade, then adds $5.00 (Sec. 103), $5.50 plus 8% of the permit fee (Sec. 117), and the Oklahoma Uniform Building Code Commission fee of $4.00 plus $0.50. Those add-ons are why a $219 permit becomes $348.42 all in.
Trade permits are separate and each has an $80.00 minimum: a water heater permit ($35 on the schedule) is charged $80.00 and totals $101.40; a 200-amp service is $116.00 and totals $140.28; an EV charger circuit is $81.00 and totals $102.48. The page figures leave out record retention ($2.00 per page), which is set when the permit is issued.
Chuck's Take
"In Tulsa the add-ons are more than the permit on a small job. A contractor who quotes you the schedule number and not the counter number is going to come back asking for more."
Leonard "Chuck" Thompson, LC Thompson Construction Co.

What Needs a Permit in Tulsa?

Tulsa enforces the Oklahoma Residential Code 2024 (the 2024 IRC as amended by the state) and does not change its exempt list. No permit is needed for fences up to 7 feet, a one-story shed up to 200 square feet, painting, flooring and cabinets, or ordinary repairs such as patching a small area of roof.
Reroofing, siding, window replacement, decks, remodels, water heaters, panel changes and new circuits all need permits. A fence taller than 7 feet, which the zoning code allows in some setbacks, needs a building permit.

Kitchen and Bath Remodels in Tulsa

A remodel takes a building permit plus a separate permit for each trade it touches. For a kitchen that replaces the sink, dishwasher and disposer, adds a lighting circuit and moves no walls, the total is $560.53 at $25,000 and $657.73 at $50,000. A bathroom with a new tub, toilet and lavatory, a new circuit and a replaced exhaust fan is $661.93 at either $15,000 or $25,000, because the building permit is the same $219 step for both.

Penalty for Working Without a Permit in Tulsa

Title 49 Sec. 105 charges $214.00 or three times the regular fee, whichever is greater, on top of the permit fee when work starts without a permit.

Who Should Pull the Permit in Tulsa?

Your contractor should pull it. That keeps the contractor responsible for code compliance and for the inspections. If a contractor asks you to pull the permit yourself, ask why before you sign anything.
The Permit Center is at 175 E. 2nd Street, 4th Floor, (918) 596-9456, Monday through Friday, 8 a.m. to 4 p.m.
Chuck's Take
"Never let the homeowner pull the permit if I'm doing the work. My license is on the line. A contractor who wants you to pull it is telling you something about his license or his insurance. Find someone else."
Leonard "Chuck" Thompson, LC Thompson Construction Co.
