✓ A permit is required: the DBI page lists "Replacing roofing" among work that "only owner occupants of 1, 2, 3 family structures may perform without permits". DBI Fee Schedule (Effective - July 01, 2026) building permit $380.00 at $12,000 ("Project area and valuation is rounded up to nearest increment") x 1.11 (1% State Surcharge on RCO permits + 3% Technology + 1% Financial Recovery + 5% Planning + 1% Training) + RCO permit processing fee $49.00 x 1.05 (technology, financial recovery and training surcharges) = $51.45 = $473.25. The City's issued permits show this formula exactly on most RCO building permits (e.g. 2026P08678, $8,000 repair, $363.36); a few omit the 1% state surcharge, which the schedule applies "as required".

Cincinnati prices building permits on a table by value, then adds 11% in surcharges and a $49.00 processing fee (plus 5% on that fee). A $12,000 reroof comes to $473.25 and a $7,100 deck $363.36. Trade replacements skip the processing fee: a water heater permit is $75.48. Same-size windows and siding need no permit outside historic districts. Electrical permits come from The Inspection Bureau, Inc., at $60.00 plus the work line.

Cincinnati Permit Fees Explained

The Department of Buildings and Inspections fee schedule (effective July 1, 2026) prints a building permit fee for each $1,000 of value, rounded up: $281.00 at $8,000, $380.00 at $12,000, $655.00 at $25,000.
Five surcharges apply: 1% state (on residential permits), 3% technology, 1% financial recovery, 5% planning (construction, plumbing and HVAC permits) and 1% training, 11% in all. The $49.00 processing fee carries the technology, recovery and training surcharges, $51.45 in total. It does not apply to plumbing and HVAC replacements that need no plans. The City's issued permits show exactly this arithmetic; a few omit the 1% state surcharge, which the schedule applies "as required".
Chuck's Take
"Eleven percent on top of the schedule adds up. If your bid has a permit line that matches the table to the dollar, your contractor forgot the surcharges."
Leonard "Chuck" Thompson, LC Thompson Construction Co.

Trade Permits in Cincinnati

Plumbing is by fixture: replacing one fixture is $68.00, so a water heater permit is $75.48 with surcharges. HVAC replacement is $118.00 for the first unit and $48.00 for each additional unit; a condenser and air handler are two units, $184.26 with surcharges.
Electrical permits are issued by The Inspection Bureau, Inc. (513-381-6080), the City's electrical inspection agency: $60.00 processing on every permit plus the work line. Added wiring in a single-family home is $60.00, so a new EV circuit or a kitchen's new lighting circuit is $120.00. An AC replacement with a new disconnect adds $60.00 plus $45.00, making the AC total $289.26.

What Needs a Permit in Cincinnati?

The Residential Code of Ohio (Section 102.10) exempts sheds up to 200 square feet, fences up to 6 feet, retaining walls up to 4 feet, painting, tiling, cabinets and countertops, and minor repairs. The City's residential guidance adds that window and door replacements of the same size and siding need only a Certificate of Appropriateness in a historic district, and that changing plumbing fixtures and appliances needs no permit.
Only owner-occupants may replace roofing without a permit; a contractor reroof needs one. A 6-foot fence needs no building approval but does need a Zoning Certificate of Compliance ($151.00 on the schedule, $158.55 with the surcharges the City adds).
Chuck's Take
"Windows and siding without a permit is a nice break here. Historic district, different story. Check before you order anything."
Leonard "Chuck" Thompson, LC Thompson Construction Co.

Who Should Pull the Permit in Cincinnati?

The City says most HVAC, plumbing and electrical permits require the contractor to apply directly. Homeowners living in a 1, 2 or 3 family home may pull building permits for work they do themselves after signing a notarized statement.
For code questions, the Department of Buildings and Inspections lists 513-352-3313.
