How Portland Building Permit Fees Actually Work
Portland doesn't roll everything into one neat permit. You pull separate building, plumbing, electrical and mechanical permits instead. The building fee uses a valuation formula I found on page 1 of the Portland Building Permit Fee Schedule effective July 1 2025.
An $8,000 project hits $279 for the building portion. At $12,000 valuation it becomes $330. Jump to $25,000 and the fee lands at $496. They also charge plan review at 65 percent of that building fee.
Then comes the Development Services Fee. It lives on page 3 of the Land Use Services schedule and applies on top of the building permit. (I had to cross reference three PDFs before I caught this one.) The formula starts at $20.18 minimum and scales up from there.
Plumbing runs $60 per fixture. Electrical uses a square footage package for homes with the first 1,000 square feet at $388. Mechanical carries a $153 minimum. Every single fee gets the 12 percent state surcharge.
This setup isn't simple. Most cities don't layer fees this way. Our calculator applies the exact tables from all five schedules so you don't have to. If you only look at the base building fee you'll miss the real number.

What Needs a Permit in Portland?
Roof replacements need a permit in Portland. So do bathroom remodels decks and most window or siding jobs that involve structural changes. The city lists fees for all of these in the 2025 schedules.
Cosmetic work doesn't. Painting flooring and cabinet replacements without plumbing or electrical changes usually require no permit. The same goes for basic countertop swaps.
A water heater replacement does need a plumbing permit. You need one for a new deck or to finish a basement too. Don't assume your project is too small.
Starting work without the right permit triggers investigation fees. The city hears about violations from neighbors or during home sales. Pull the permit first.
Penalties for Unpermitted Work in Portland
Portland charges an investigation fee for work started before the permit. The minimum is $153 per hour according to page 6 of the enforcement schedule. They don't charge a flat fine. They bill for their time.
Reinspections cost $153 each time. This adds up fast if your job fails inspection. The city doesn't waive these fees easily.
Many homeowners think nobody will notice. That bet rarely pays off. If you sell the house later the lack of permits can kill the deal. The math never works in your favor.

Extensions cost money. The Permit Extension fee runs $217 per hour with a one hour minimum. Reactivating an expired permit equals half the new permit fee but no less than $217. You can only renew once.
Plan your timeline carefully. These reactivation charges aren't small. If the permit goes inactive you'll pay to wake it up.
Who Pulls the Permit in Portland?
The Portland fee schedules don't list who can pull permits. Check with the building department for the current rules.
Contractors normally handle this. They carry the license and the insurance. Homeowners can sometimes pull their own permits but not all trades allow it.
Make sure your contract says the contractor pulls every permit. If they ask you to do it instead that's a red flag. Confirm it actually happens before work starts.
