How Charlotte Calculates Permit Fees

Charlotte runs on a BEMP system. Building, electrical, mechanical and plumbing permits get charged separately. For projects under $100,000 the city uses flat per-trade fees plus square footage rates instead of straight valuation. Building costs $79.61 per trade plus $0.12 per square foot. The other trades run $79.61 plus $0.08 per square foot. They tack on a $2 technology charge per permit.
I pulled this from the Mecklenburg County LUESA Fee Ordinance Section II, Part A on page 9. A 50 square foot bathroom lands at $269 once you add the $10 certificate of occupancy fee. The same bathroom at $25,000 costs exactly the same. That predictability beats the usual valuation games most cities play.
Larger projects over $100,000 switch to the tiered valuation table. The first $3,000 starts at $59.70 minimum. Rates drop as the number climbs. Plan review sits inside the base fee though they can collect 25 percent upfront. (The fee schedule PDF buries the BEMP note in the middle of page 9. I had to cross reference three sections to nail it down.)
Roof replacements sit at $62 regardless of size. Water heater swaps cost $62 too. If your contractor's bid doesn't list these separately then add them yourself. These fees aren't huge. But they add up when you need four trades.

What Needs a Permit in Charlotte?

North Carolina gives single family homes a $40,000 exemption under GS 160D-1110(c). But Charlotte carves out big exceptions. Any change to electrical, plumbing or HVAC systems needs a permit no matter the price. Structural work does too.
You don't need permits for window replacement or exterior siding. Like for like roof replacement also gets a pass. Painting, flooring and cosmetic work under that threshold usually stays exempt. Storage sheds stay exempt if every dimension stays at 12 feet or less.
A new deck always needs a permit. We saw costs run from $94 for 100 square feet up to $106 for 200. Don't assume your project falls under the exemption. The exceptions catch most homeowners who try to skip it. Check first.

What Happens If You Skip The Permit In Charlotte?

Unpermitted work costs 3.75 times the original permit fee. That multiplier comes straight from LUESA Fee Ordinance Section II, Part D, item 38 on page 21. A $269 bathroom job turns into just over $1,000 in penalties. Not including any fines on top.

The $40,000 Exemption That Isn't What It Seems

Charlotte follows the state $40,000 exemption for single family repairs. Yet the exceptions swallow most of the rule. You still need permits for any HVAC change or electrical panel upgrade or plumbing reroute. Even if the total job stays under $40,000.
This trips up homeowners constantly. They hear about the exemption then discover their bathroom remodel still requires three separate BEMP permits. The rule doesn't cover structural changes either. I spent time matching the ordinance against real project examples to sort this out.
The system protects code compliance where it matters most. But it creates confusion for anyone who doesn't read the fine print. If your project touches any trade systems then budget for the full BEMP fees.
