Two Types of Permits
Building Permit
Structural & Major Work
Covers structural changes, additions, remodels, and major renovations. Required when you're changing the layout, load-bearing walls, or footprint of your home.
Usually pulled by: General contractor or homeowner
Trade Permit
Specialty Systems
Covers plumbing, electrical, HVAC/mechanical, and roofing. Required when you're touching water lines, wiring, ductwork, or roof structure. Most remodels need trade permits on top of the building permit.
Usually pulled by: Licensed trade contractor (plumber, electrician, HVAC tech)
Work that typically requires a permit:
• New construction (residential or commercial) • Additions: garage, deck, porch, ADU, carport • Expanding or demolishing an existing structure • Swimming pool installation • HVAC installation or replacement • Adding, moving, or removing walls • Roof installation or replacement • Finishing a basement • Solar panel installation • EV charging station installation • Generator installation • Fence installation • Siding installation • Window installation or replacement
Work that usually doesn't need a permit:
• Painting interior or exterior walls • Installing cabinets without changing the layout • Replacing carpet or flooring • Replacing fixtures in the same location • Cosmetic updates (countertops, backsplash, trim) • Landscaping and yard work
Rules vary by city. When in doubt, call your local building department before starting work.

Verified total permit cost in Houston
✓ Verified from Houston Public Works (building official) published fee schedule
A bathroom remodel in Houston costs $336 in total permit fees. A kitchen runs $447. The city requires separate permits for each trade on top of the building permit. We pulled every number from the 2026 Building Code Enforcement Permit Fee Schedule.

How Houston Calculates Building Permit Fees

Houston charges $336 in total permit fees for a bathroom remodel and $447 for a kitchen. The city requires separate permits for each trade on top of the building portion.
The plumbing permit starts at $98. Electrical runs $91 minimum, and HVAC also starts at $91. Plan review adds twenty five percent of the building fee. There's also a thirty four dollar admin fee that never comes back. (The fee schedule PDF buries these details across pages one through three.)
Residential alterations often ignore the full valuation table. They simply hit the minimum instead. New construction follows square foot tiers under HB 852. But alterations stay simple.
Nobody bundles these costs into one payment here. You track each one separately through Houston Public Works. That structure feels tedious until you see the inspection reports come back clean.
The calculator on this page uses the exact rates from the 2026 fee schedule. Plug in your project details for a precise breakdown.
Chuck’s Take
“I bid work in Missouri but Houston numbers look familiar. Never trust a bid without the permit line item. Add four hundred to six hundred dollars for a typical remodel. Clients hate hearing it but they hate double fees more.”
Leonard “Chuck” Thompson, LC Thompson Construction Co.

What Needs a Permit in Houston?

Houston doesn't require permits for tiny projects. One story sheds under one hundred twenty square feet need nothing. Fences under eight feet that aren't masonry stay exempt. Decks thirty inches or less above grade avoid the process too.
Anything bigger triggers the rules, and Roof replacements need a permit. So do bathroom remodels and electrical panels. Window replacements usually hit the one hundred forty seven dollar flat fee.
The exemptions list sits in the Houston permitting center site. We checked it against the 2026 schedule. Don't assume your project qualifies just because it feels small.
If you skip a required permit the city won't look the other way. Neighbors notice work trucks. So do inspectors. Better to check first than fix it later.

Penalties for Unpermitted Work in Houston

Houston doubles your permit fees for any work started without approval. Section 118.1.15 and Sec. 10-99 make that clear. The investigation fee starts at three hundred thirty three dollars and forty two cents. Or they charge double the normal fee. Whichever is greater.
That adds up fast. You can't dodge it once they catch you. Many homeowners learn this during property sales when title companies flag the issue.
The city doesn't negotiate on this point. Pay the penalty or face stop work orders. If you get caught then expect to pay more than if you had done it right the first time.

How Long Is a Building Permit Good For in Houston?

The fee schedule doesn't list permit duration rules. Those live in the separate Houston Construction Code document instead. We couldn't find clear timelines in the 2026 tables we reviewed.
Call Houston Public Works for the current limits on when work must start and finish. Extensions exist but nobody publishes the exact process online. Plan for this conversation before you pull the permit.
If you let the permit expire then you start the paperwork over again.

Who Should Pull the Permit in Houston?

Contractors normally pull permits in their own name. This keeps the responsibility and insurance on them. Homeowners can pull owner builder permits for work on their primary residence. The details don't appear clearly in Chapter 10 though.
We recommend you let the licensed contractor handle it. If a contractor asks you to pull the permit yourself that raises questions. Find someone else.
The process works better when the person doing the work takes legal ownership of the inspections.
Chuck’s Take
“I never let homeowners pull my permits. Not in Missouri and not in Houston. The guy who does the work should stand behind the inspections. Anything else creates problems down the road.”
Leonard “Chuck” Thompson, LC Thompson Construction Co.

How HB 852 Changed Houston Permit Fees

Texas passed HB 852 several years ago. Houston updated its rules with Ordinance No. 2023-907 to follow the law. This shifts residential new construction to square foot based tiers instead of pure valuation.
The details appear on pages four through eight of the fee tables. Alterations still land on the one hundred twenty five dollar minimum in most cases. The change brings predictability that many other cities lack.
Separate trade permits remain mandatory. You still pay for electrical and plumbing individually. The law didn't eliminate that layer.
I spent time comparing the old valuation method to these new tiers. The difference matters on larger projects. If your project involves new square footage then check the tiers carefully.
