How permits work in New York

New York split in two long ago. Everywhere outside the five boroughs runs on the State Uniform Code, and a new edition just landed: the 2025 Uniform Code, built from the 2024 ICC models, became mandatory for permit applications on December 31, 2025. New York City is its own code universe entirely; state law lets cities over one million keep their own codes, so NYC projects file with the NYC Department of Buildings under the NYC Construction Codes.

One politically loaded piece of the 2025 code is on ice: the provisions prohibiting fossil-fuel equipment in new buildings were suspended by court order in November 2025 and, in the state's own words, are neither effective nor enforceable while the litigation runs. Gas equipment in new construction remains permittable for now.

NYC's verified numbers: $328.95 for a bathroom remodel permit, $330 for a kitchen, $148.20 for a roof, and $137.80 for an HVAC changeout. Modest fees for the most paperwork-heavy permitting environment we track.

Hiring help upstate? New York has no statewide home improvement contractor license. Licensing is a local patchwork, strict in NYC and several downstate counties, absent across much of the rest of the state, so check your county before assuming anyone vetted the contractor.
