How permits work in Illinois

For most of its history Illinois had no statewide building code at all. That changed on January 1, 2025: under Public Act 103-0510, any jurisdiction without its own adopted code now falls under a statutory baseline, which for houses means the current International Residential Code or the edition just before it. Jurisdictions that already have codes keep them, as long as the structural provisions hold up to that baseline. A few rules apply everywhere no matter what: the Illinois Plumbing Code, the Accessibility Code, and the state energy code, which moved to a 2024 IECC base on November 30, 2025.

The state itself issues nothing. No plan reviews, no permits, no inspections for private construction; all of that lives at city hall. Chicago is its own world entirely, with Construction Codes adopted and amended by city council. Chicago's fees, verified from the city schedule: $902 for a bathroom or kitchen remodel permit and $475 for a roof, the steepest flat remodel fees among the Midwest cities we track.

Chicago does offer a shortcut. Small repair and replacement projects can ride the Easy Permit Program, which the buildings department says delivers same-day approvals at reduced fees for qualifying work. Check whether your scope fits before assuming the full review track.

One statewide constant worth knowing: plumbing. Illinois licenses everyone who installs, alters, or repairs plumbing systems under the state Plumbing License Law, regardless of what the local building code does or doesn't require.
