Window replacement stays exempt too. So does painting and minor repairs. The list of things that don't need permits runs longer here than in most places. That surprised me when I first pulled the PDF.
You do need permits for new electrical circuits. Same for any plumbing changes beyond normal repairs. The building department doesn't mess around with the trades.
